What it is like
Every winter since December 2004, the Seoul Metropolitan Government has laid an outdoor ice rink over Seoul Plaza, the oval lawn in front of City Hall, and kept the price where it started: ₩1,000 for a one-hour session, with skates and a helmet included. The rink is the only paid programme of the city's December–January Seoul Winter Festa, and in the 2025–26 season, themed 'Winter Ring' with yellow-lit diamond-shaped rings around the ice, it drew 180,701 skaters in 52 days, about 3,475 a day. Foreign visitors made up 49,693 of them, more than 30% up on the season before, or more than a quarter of all skaters.
The rink runs in fixed sessions. Each lasts one hour and is followed by 30 minutes of ice resurfacing, so sessions start at 10:00, 11:30, 13:00, 14:30, 16:00, 17:30, 19:00 and 20:30 from Sunday to Friday, with a ninth at 22:00–23:00 on Saturdays and public holidays. On 24 and 31 December a tenth session runs from 23:30 to 00:30. Each session takes up to 600 skaters: 300 tickets are sold online at seoulskate.kr from 7 days ahead and 300 on site on the day, first come, first served. Weekend evening slots tend to sell out online quickly. Holders of the Discover Seoul Pass, the city's tourist pass for foreign visitors, skate free, and groups of 20 or more get 30% off if they book ahead.
The rules are simple but enforced: helmets (free) and gloves are compulsory, phones stay off the ice, and children must be at least 7, with 7-year-olds skating with a guardian (rules reported for 2023–24 and 2025–26). A separate children's rink, beginner aids for a fee and small-group lessons are available, and the skate counter shows overseas shoe sizes. Lockers cost ₩1,000 (2024–25). Around the ice there is a snack shop, a café, a rest area and a first-aid room, and in 2025–26 a local-produce market from Gunsan.
The honest caveats: the rink is outdoors, so sessions are cancelled in rain or snow and during fine-dust alerts, and booked skaters are told by text message. The season is short, about seven weeks, and outside it the plaza is a lawn again. New Year's Eve is not a closing day, but the Bosingak bell-ringing nearby brings road closures from 18:00 and dense crowds. The rink skipped the COVID-19 winters and returned in December 2022 after three years; when the 2025–26 season closed, the city said the next one would open on 18 December 2026.

Getting there
From Seoul
Take Line 1 or Line 2 to City Hall Station; Exit 5 comes up beside Seoul Plaza, about a minute's walk from the rink. From Seoul Station, Line 1 runs north to City Hall, the next stop. The rink fills the lawn in front of Seoul City Hall at 12 Eulji-ro, Jung-gu; Deoksugung's Daehanmun Gate is across Sejong-daero, and Cheonggye Plaza, where the Cheonggyecheon lanterns begin, is a short walk north.
From Busan
KTX from Busan Station to Seoul Station, about 2 h 30 min (standard fare ₩54,400 since 1 September 2026), then Line 1 to City Hall Station, Exit 5.
From Incheon Airport
AREX express train to Seoul Station (about 40 minutes non-stop, ₩13,000), then Line 1 to City Hall Station, Exit 5.
Last leg from City Hall Station
Seoul Subway Lines 1 and 2, Exit 5. About 1 minute to the rink on Seoul Plaza
Getting home
Not a concern on most days: the last session ends at 21:30, or 23:00 on Saturdays and holidays. The extra session on 24 and 31 December ends at 00:30, so check last-train times; on New Year's Eve 2025 Seoul ran the subway until about 02:00, with last Line 2 trains from City Hall at 01:54 and 01:43.
Parking
KTO's Japanese listing says parking is available but gives no details; take the subway, as central Seoul roads around the plaza are busy in the festival season and close around Bosingak on New Year's Eve.
How to switch Naver Map and Kakao Map to English
Google Maps shows train, subway and bus routes in Korea but not walking or driving directions yet, so for the walk from the station Naver Map or Kakao Map is more reliable.
Before you go
1330 · Travel hotline
The Korea Tourism Organization’s helpline answers in English, Japanese and Chinese around the clock, and in several other languages from 08:00 to 19:00. Dial 1330 from a Korean phone, or +82-2-1330 from a phone registered abroad.
112 / 119 · Emergencies
112 for police, 119 for fire and ambulance. Both are free from any phone. Police on 112 can add an English or Chinese interpreter to the call.
T-money card
Buy one at a convenience store such as GS25, CU or 7-Eleven and top it up there with cash. It pays for subways and buses in most cities, and for most taxis.
Maps
Use Naver Map or Kakao Map for walking and bus directions; Google Maps does not yet give walking directions in Korea. Both apps can be switched to English. Naver Map: Menu (≡) → Settings → Language (Japanese and Chinese also available). Kakao Map: Menu (≡) → Settings → App settings → Language. If the option is missing, change your phone’s language and reopen the app. Small shop names and some reviews stay in Korean.
Trains and buses
Book trains on Korail’s English site and express buses on Kobus. Holiday weekends sell out first.

Questions travelers ask
How much does the Seoul Plaza ice rink cost?
₩1,000 for a one-hour session, including skate and helmet rental; knee pads are free too. The price has not changed since the rink opened in 2004. Discover Seoul Pass holders skate free, groups of 20 or more get 30% off, and a locker cost ₩1,000 in 2024–25.
When is it open in winter 2026–27?
When the 2025–26 season ended, Seoul city said the rink would reopen on 18 December, a Friday in 2026. The closing date and hours were not announced as of 19 October 2026; recent seasons ran about 52 days, ending on a Sunday in the second week of February (8 February in 2026).
What are the session times?
Sessions last one hour, with 30 minutes of ice resurfacing after each. In 2025–26 they started at 10:00, 11:30, 13:00, 14:30, 16:00, 17:30, 19:00 and 20:30, plus 22:00 on Saturdays and public holidays. On 24 and 31 December an extra session ran from 23:30 to 00:30.

Not necessarily. Of the 600 places in each session, 300 are sold online at seoulskate.kr from 7 days ahead and 300 at the rink on the day, first come, first served. Weekend evenings sell out online quickly, so book those. Online tickets can be refunded until 23:59 the day before.
Is there an age limit? Can young children skate?
Skaters must be at least 7, and 7-year-olds must skate with a guardian. Children aged 8 and over may skate alone, but beginners should have a guardian with them. A separate children's rink is recommended for ages 7–13. These rules were reported for 2023–24 and 2025–26; check seoulskate.kr for the current season.
Do I need gloves and a helmet?
Yes, both. Helmets are lent free with the ticket, and staff check for gloves before you go on the ice; the rink sells or rents a limited number, so bring your own. Phones are not allowed on the ice.
What happens in rain, snow or fine dust?
Sessions are cancelled in rain or snow, during ultra-fine-dust alerts or fine-dust emergency measures, and for facility inspections. Skaters who booked online get a text message, and the status is shown outside the ticket office. A 2025–26 guide says weather-cancelled sessions are refunded in full.
Is it open on Christmas Eve and New Year's Eve?
Yes, and later than usual: on 24 and 31 December 2025 an extra session ran until 00:30. On New Year's Eve the bell-ringing at nearby Bosingak brings road closures from 18:00 and big crowds, and in 2025 the subway ran until about 02:00.
How do I get there?
Take Line 1 or 2 to City Hall Station and use Exit 5, about a minute from the rink. From Seoul Station it is the next stop north on Line 1; from Incheon Airport take AREX to Seoul Station (about 40 minutes non-stop, ₩13,000) and change to Line 1.
